The Region Nord Pas-de-Calais acts as the Managing Authority of the Interreg IVA 2 Mers Seas Zeeën Programme, responsible for managing the implementation of the Operational Programme.

Monitoring Committee

The Monitoring Committee is responsible for the monitoring and strategic direction of the Programme. It consists representatives of each Member State implicated in the Programme and is chaired jointly by the Managing Authority and the delegates of the Member States.

 

Steering Committee

The Steering Committee is responsible for evaluating and approving projects for financing as well as approving any changes to projects in their implementation. It consists representatives of each Member State implicated in the Programme and is chaired jointly by the Managing Authority and the delegates of the Member States.


Certifying Authority (CA)

The Caisse des Dépôts et Consignations acts as the Certifying Authority in the Programme and is responsible for checking project expenditure, making claims for funding to the European Commission and making payments to projects.

Audit Authority (AA)

The Audit Authority is responsible for ensuring that system audits and audits of operations are carried out correctly and effectively, submitting an annual control report to the Commission and issuing an opinion on the management and control system effectiveness.

Technical Assistance

Joint Technical Secretariat (JTS)

The Joint Technical Secretariat is responsible for assisting the Managing Authority in its delivery of the Interreg IVA 2 Mers Seas Zeeën Operational Programme, namely the coordination and facilitation of the Programme, project appraisal, Programme monitoring and administration.

 

Territorial Facilitators

A network of Territorial Facilitators has been set up across the Programme area to support project leaders and partners in the development and implementation of their projects. The territorial facilitators are coordinated, from an operational point of view, by the Joint Technical Secretariat.
