Priorité commune avec le programme France (Manche) - Angleterre But général du projet : The "Cardan" association was created almost thirty years ago by students keen to promote the access to reading in socially deprived parts of the city by creating street libraries. Its actions extended progressively to other areas (learning French as a foreign or second language for those arriving from overseas…) To date, the Association employs 14 people. It promotes and strives for free access for all to a “sustainable” culture. Theme: • Increasing the accessibility of reading promoting literacy. Context: • Sharing competence between association • Members (or others) to promote the development of reading among the socially vulnerable. L’association Cardan a été créée il y a près de trente ans par des étudiants soucieux de favoriser l’accès aux livres dans les quartiers difficiles de la ville en créant des bibliothèques de rues. Progressivement ses actions se sont étendues à d’autres (apprentissage de la langue française pour les nouveaux arrivants…) A ce jour, elle compte quatorze salariés. Elle favorise et lutte pour l’accès pour tous à la culture durable. Thème : ● Démocratisation de la lecture. ● Lutte contre l’illettrisme. Transport and Logistics has been and will be the bloodvessel of our economies and is becoming increasingly under stress due to growing transport on roads by trucks and the wish to create sustainable transport with less CO2 emission. Inland Navigaton is now of increasingly interesting for Europe as a transport means that is both availlable and sustainable. Also technological progress is being made in shipbuilding, preparing for a flexible Inland Navigation transport. Still there are a lot of obsticles to be solved, before companies will choose for transport in a massive way by Inland Navigation. Many times knowledge about the possiblities of inland navigation does not reach transport companies and the transport by land is choosen as an easy to get logistics. So, knowledge, research and problem solving can be a ''bridge'' between Inland Navigation and (transport) companies. The disclosure of knowledge about Inland Navigation and all her possiblities and benefits, is at the same time promoting Inland Navigation. The projects aims to set up regional Knowledge Centers for Inland Navigation in the regions involved, what will be a collaboration of Companies, (local) government and Institutes for Maritime Vocational Training. The centers will disclose and spread knowledge about Inland Navigation, perform research and accept projects with companies.... |

Amélioration de la qualité de vie But général du projet : Background: Over 820,000 people in the UK live with Alzheimer's and other dementias. The number of people with dementia in the UK is increasing rapidly; it is expected to rise to 1 million people by 2020 and 1.7 million by 2050, an increase of over 150%. The Department of Health has set out some quality outcomes for dementia (2010) which include: good-quality early diagnosis and intervention and living well with dementia. Currently in the UK 2/3 people with dementia never receive diagnosis and Devon has one of the largest ‘diagnosis gaps’ with a detection rate of 31%. There are many benefits to early diagnosis including: • Early provision of support at home can decrease institutionalisation by 22% • Older people’s mental health services can help with behavioural disturbance, hallucinations and depression in dementia, reducing the need for institutional care • Carer support and counselling at diagnosis can reduce care home placement by 28% • Primary care is ideally placed to recognise symptoms and signs of dementia • Enabling practitioners to identify and treat reversible causes and access to pharmacological and non-pharmacological interventions • Creating opportunities to access to education and support earlier • Allowing planning for the future However, 58% of GPs thought giving a diagnosis of dementia was harmful. In a study of patient experience of GPs in dementia diagnosis and management the following experiences were noted: • “The GP did not seem to even think about the impact on me” • “Once diagnosed they think they have done their job” • “When you receive such devastating news you need support” • “They don’t seem to know what a life changing shock this is” • ‘’ The GP did not discuss it at all. He prescribed medication but made no arrangement for follow up to see how it was working’’ ... |

The most far-reaching reform ever of European energy policy, the package aims to make Europe the world leader in renewable energy and low-carbon technologies. To increase the use of renewable energy sources, in its "Renewable Energies Road map" the EU has set itself the objective of increasing the proportion of renewable energies in its energy mix by 20% by 2020. For the member states to achieve these objectives they have to allocate money, time and skills to develop a framework and to make it profitable for companies to make investments in renewable energy. Wind Power is the single most important energy source to achieve these objectives. To get enough qualified personnel in the wind power sector is one of the most challenging task for the industry. The European Wind Energy Association (EWEA) has stated in the report "Wind at Work: Wind Energy and Job Creation in The EU - 2009" that over the past five years, the EU wind energy industry has created more than 60,000 new jobs. Further it says EWEA has estimated that it will be 446 000 jobs in the wind sector by 2020, and 479 000 by 2030. In Flanders and in Holland, VET for the windtechnician is not very well developed for the moment. Therefor, the overall aim of this project is to develop and to pilot a competence-based, modularised training package for the maintenance technician on offshore and onshore windturbines in the Interreg 2 Seas region. ... |

Amélioration de la qualité de vie But général du projet : The classic division city versus countryside is out-dated. Cities are no longer the only places where young people want to live. Young families find it equally important that their children grow up in a place with sufficient green space for play and move away from the city. Dutch trend watcher Lidewij Edelkoort attributes this in part to the lower housing prices and the growing level of digitization, through which young people can be as strongly globally connected in rural areas as in urban ones. The Dutch economist Dr. Gerad Marlet stated in his doctoral thesis “De aantrekkelijke stad” (The attractive town) that in all Dutch cities, people over thirty-five leave. This is no different in the border city of Kortrijk. The natural population growth in Kortrijk has been falling for several years. There are more recorded deaths than births. Only the rising influx of the number of immigrants (from 3% in 2000 to 5.71% in 2009), slows down the population decline in the city. This evolution does not only greatly affect the quality of life in cities, but also the economic attractiveness of urban areas. After all, companies establish themselves where they can find suitable personnel. The Kortrijk region has long been affected by brain drain (many young people go to study in Ghent, Leuven, Antwerp and Brussels and continue to live there), and fails to achieve a brain gain. William Galinsky (Norfolk): “In terms of quality of life it would be good to mention creating opportunities to engage with young people, this is a big priority for us. Pockets of Norfolk are areas relative deprivation and we see the arts and culture as a way of increasing the aspirations of young people in the area as well as making Norfolk a more attractive place to live for adults.” Both urban and countryside regions develop strategies to avoid getting caught into a retrenchment scenario and compensate the exodus of young people. Since population growth is stagnant and housing construction is rising, young people are much more conscious than in the past in looking for places where they want to live. Marlet's investigation shows that the three crucial elements in the moving behaviour are: 1. the presence of high-quality and affordable housing 2. the presence of cultural and hotel and catering facilities 3. accessibility for commuting He takes the number of live performances (theatre, dance and concerts) per thousand inhabitants as a parameter for cultural facilities. The more intense this offer, the greater the attraction to a young audience, concludes Marlet. They can halt the exodus from the city and the country, and their presence makes that companies will establish themselves in the area more easily, which in turn will lead to an increase in job offers for less educated and less privileged residents in the city. This study underlines once again the impact of culture on economic development. Further to the evaluation of the European Structural Funds, the European Union came to the same conclusions: "Not only have cultural activities their direct economic impact through the self-generated income and employment in the sectors of arts and heritage; they also create a versatile input into the broader field of creative industries in the form of content, inspiration, skills, intellectual capital and trained personnel." ... |

The oldest and largest more modern plant is located in Saint-Malo. The biggest problem so far in the use of tidal energy are the costs for construction and maintenance. That’s the main reason why tidal energy now not very profitable compared to conventional power plants (oil, coal or gas). However the technique develops rapidly and the cost of electricity using fossil fuels are increasing rapidly. It is time to do trials with new techniques and forms of renewable energy. In the 2 Seas program area it is logical to look at wind and tidal Energy. This project focuses on the last form of renewable energy and wishes to develop and support pilot projects in England, the Netherlands and Flanders (and if possible in France) together. The overall objective of this project is: to develop, test and compare different forms of tidal energy in different places and in different circumstances in the 2 Seas region. It is an excellent example of combining the use of water for different purposes. The “Blue Connection” is a link between the city of Rotterdam and the nearby countryside. It improves and enhances relations between urban, peri-urban and rural areas. Water is a way of life in the Netherlands. Almost 26% of the country lies below sea level. Although there is a surplus of water it is not always clean fresh water. The project “Blue Connection” will create a water network which will play an important roll in water management in the future, fulfilling the task of transporting fresh water from the rivers to the rural parks and urban areas where fresh water is scars. The negative effects of salt intrusion (such as the contamination of the water used for irrigation) will be combated by the implementation of the “Blue Connection”. The effects of the long term deterioration of these river ecosystems has lead to increasing pressures on the maritime area including sedimentation of harbours, flooding of coastal towns and toxic algal blooms. The WATER project (Interreg IVA) has developed an approach to tackle this problem in a sustainable way. The project investigated the potential to set up Payments for Ecosystem Services (PES) schemes that highlight why private investors might invest in river catchment restoration. WATER 2 aims to develop the work undertaken in WATER and other projects by developing PES schemes across the whole maritime area. By demonstrating that these types of projects can work in a sustainable way and are relevant several countries local communities and policy makers will see the potential for these schemes across channel. The aim of FUTURE CLEAN is to deliver the maximum number of paid jobs for people with disabilities and other disadvantages. The project in short is to develop FUTURE CLEAN as a national brand in this country (UK) and to duplicate it internationally certainly in France and desirably the Netherlands as well, through the 2 Seas Cross-border Cooperation Programme. The project will deliver and facilitate initial training, a start up kit of cleaning materials for each new site, and pump priming funding to support the initial training of skilled valet and valets to give each site the best chance of sustainability. Amélioration de la qualité de vie But général du projet : Together The Bridge Community Education Centre and the Housing Needs and Social Inclusion Department are developing an innovative partnership to address inequality and improve social inclusion within our most deprived neighbourhoods. This will be achieved through the creation and further innovation of lifelong learning and skills development opportunities for disadvantaged and socially excluded groups (including young people and vulnerable adults with a range of support needs eg mental health, learning disability etc) in order to provide them with the necessary skills and opportunities to maintain a tenancy and support themselves to live independently. We actively seek to improve the aspirations and lives of local residents who may be experiencing multiple barriers to improving their life chances, extending their social networks, and progressing into learning and work. This project seeks to share our experiences and practices and would like to learn from other overseas organisations about practices that have engaged disadvantaged adults in participation in learning and finding work, to improve the quality through social cohesion, community development and health and well being. There are 3 strands to the work: 1. Engagement of disadvantaged residents and socially excluded groups through community based learning to address the skills needed to gain and maintain a tenancy and move into learning and work 2. Encourage empowerment of residents and build the capacity of the community through dedicated and accessible 1:1 support for vulnerable adults to include coaching, advocacy and Information, advice and guidance, developing social networks and providing progression pathways into mainstream learning and employment 3. Promotion et développement d'un environnement sain et sûr But général du projet : The general aim of the proposed project is to contribute to a better water quality in the two Seas region by means of ‘water quality groups’. The water quality objectives to achieve are set by European regulations (such as the Water Framework Directive, the Nitrate Directive and the pesticides framework directive) and are adopted in national programs. Most legislation and measures are experienced as being created top-down and faces a lot of resistance out of ignorance in the field. Many farmers have a lack of knowledge about nutrient and pesticide flows on their fields and the impact of management practices on the quality of water bodies. The ambition of this project is to work together with groups of farmers in so-called ‘water quality groups’ within a number of selected pilot areas. These pilot areas are small catchments. The farmers are brought together in order to increase their insight of their land and nutrient and pesticides management in relation to the water quality objectives and aquatic ecosystems. Best practices are adopted in order to make visible the impact of combined measures (agri-environment schemes, good agricultural practices) and aquatic biodiversity within the pilot areas. For example, in Kent we know from research that when people consider taking a short break or holiday, Kent is often overlooked in favour of other areas. It often has perceptions of being “old fashioned”, has bad food (a perception of England in general) or maybe even a little boring. Kent now has a thriving cultural scene, a packed events programme, exciting developments at historic attractions and world-class gardens – many of which are unknown to both domestic and international audiences. We know in order to increase the number of visitors to Kent we need to change and improve the perception of the county as a desirable place to visit – an obstacle which many other destainations in the euro-region also need to overcome. We would like to develop a cross-boarder brand campaign to move destination perceptions from the traditional and conventional to the contemporary and cool i.e. looking at the destination in a fresh way. This would be achieved through a series of thematic campaigns complying to an overarching destination brand (i.e. instantly recognisable as being Kent, or a partner region) which would include areas such as culture, creative, heritage and countryside. These services focus on two logistical issues: • Cross Chain Control Centers: local centers from which several supply/demand chains are controlled by means of modern technology, advanced software, top professionals. In these control centers physical, financial and information flows are controlled among multiple supply chains, as well as the coordination of related support services (such as demand forecasting and efficient handling of customs matters). • Multi-company Service Logistics: Instead of companies delivering each a (part of a) product, they now jointly offer a service concept. In this project we develop knowledge and techniques on how independent organizations can jointly offer service concepts (instead of products) and we aim to implement this knowledge in a pilot. With respect to the latter bullet, one might think of the following situations: • Develop service concepts to guarantee the quality & reliability of machines during a certain period (a service contract). This service can be used by suppliers of machinery that are not able to offer service contracts individually. • Develop service concepts on behalf of producers, each delivering part of the eventual service. There are several possibilities. First, a group of companies that jointly develop a new service (bottom up). Second, the delivery of a service concept by an independent organization in close collaboration with producers delivering (parts of) the eventual service (top down). Those services make it possible to give substance to the ambition to develop the traditional “distribution region” into a region of “supply chain control”. The products and services potentially have significant economic value. The project is a “proof of concept” supply at the international level. In different work packages, we work on innovative logistics services in different sectors. We do this partly by developing conceptual and logistical concepts in a demonstration of shared experimental environment and partly in practice by pilots in actual systems. Below we give two project samples. Example 1: In a possible workpackage, we focus on logistics services on capital assets. Users of these assets require a higher system availability and better service. High maintenance costs and unplanned downtime are often much greater than the initial purchase cost. The workpackage aims to improve service performance of companies and expanding the service market for capital goods industry. One possible application area in increasing the efficiency and lifespan of existing windturbines. In all countries in the region “2 seas” these turbines are present. And all operators face the same challenge: namely, the assurance of the reliability and extending life. This work package contains a number of actions in which a service concept for wind turbines is designed and demonstrated based on condition-based logistics. The project is inserted from the needs of wind turbine owners. The practical applicability is tested in pilots. Example 2: Another work package focuses on developing programs for a USP (logistics) campus. Think of the concept of the control tower, an incubator, a financing fund and an open innovation environment. In the Netherlands, is underway with support from Dinalog. We are especially interested in the development of Cross Chain Control Centers, which are challenging from a technical and an organizational perspective. The technical perspective concerns the techniques and models to create the tools for cross chain coordination. The project aims to support project beneficiaries who have recently gained/re-gained employment and need post employment support to ensure that their employment is sustained in the short, medium and longer term. Specifically, our target beneficiary group will be those clients aged 16 plus, who live in deprived urban zones and prior to their employment/re-employment were either long-term unemployed (6 months plus), unemployed, economically inactive, from low-income households or low skilled backgrounds. The provision of a prolonged period of in-work support is vital for this target group of beneficiaries who experience multiple-barriers in finding and sustaining employment. Having benefited from a range of pre-employment support programmes currently on offer, support for and meaningful contact with a newly appointed client is usually severed at the point of employment entry. This can often include the need to address a series of new multiple barriers including access to additional financial support, which potentially leaves the new employee with additional expenditure in relation to travel, childcare etc., with no other income during their first month of employment. Another example can be the issue of moving from temporary social housing accommodation once a job has been achieved and the need to move into private rented accommodation in order to progress back into the labour market. This can often be a stressful time for the individual, who is learning to cope with new employment circumstances, an altered financial situation and often remaining adverse personal circumstances and existing financial commitments to manage. This can be daunting and unmanageable for beneficiaries from our target groups, if unsupported many are unable to successfully adapt to this new change in their lives. This can lead to subsequent “falling-out” of employment, frequent/prolonged sick leave or termination of contract within the first six months of engagement. At the outset of the client journey with the project, each client will benefit from an in-depth consultation with their dedicated adviser, to explore their current personal circumstances and any issues which they may need particular support with during this transitional period. Using our well-established extensive network of partnership organisations, post-employment support advisers will refer clients to specialist organisations in these areas, for a holistic approach to client support. The programme will encompass a full range of beneficiary support including; · access to a dedicated post-employment support advisers. · Post-employment support advisers will be accessible to beneficiaries to provide advice and guidance on a range of issues including; in-work benefits, skills development assessment and access to in-work training that will ultimately contribute to gaining increased job security and better pay and conditions and improving skills levels across the cross border economies. This aging population affects also the tourism inndustry. For this 'silver' group, the region maintains an intersting attraction. It is time for an innovative approach to tourism, with more attention and thus facilities for young people and families with young children. One of the ways it can be given interpretation is to segment different beaches for different audiences. Amélioration de la qualité de vie But général du projet : CREATE is about providing innovative solutions to the problems faced by Black, Asian, and Minority Ethnic [BAME] groups in 2 Seas/cross-border areas who are disadvantaged in the labour market. The nature of the innovation has been assessed through consultation and discussion of the problems with existing services and groups who are also members of the Somerset Black Development Agency [SBDA]. People from ethnic minorities in both ruaral and urban areas of the 2 Seas/cross-border areas are more than twice as likely to be unemployed than white people and are less likely to reach senior positions in work. CREATE is innovative in that it aims to bring both unemployed people from ethnic minorities in urban and rural Somerset and employers together in an arrangement that benefits both. Many services in 2 Seas/cross-border areas only tackle the problems faced by the target groups without tackling a major cause of these problems which is the attitudinal change and cultural awareness within a lot of employers. On CREATE the employer supports the programme in paying an allowance to the beneficiary. The allowance provides a reasonable income to beneficiaries, enabling them to escape the benefits trap and encouraging the employer to invest in them. The programme takes into account the qualifications of the target group obtained from their country of origin, which may require up-grading and conversion to UK and cross-border qualifications. The project therefore, will work with partners in higher institutions, colleges and universities to provide the academic profile and accreditation. Equal opportunities workshops will be carried out with employers to enable them to put in place systems to encourage recruitment, retention and promotion of people from BAME groups. The proven results are very impressive; the children catch up with language and mathematix and are much more motivated to engage in education. Recentley PFS has started in Holland as well in Belgium. PFS Holland and PFS Belgium are related to the English program and built the program further by extending the method PFS for young people in the age between 15 and 23. The region of Zeeland is part of the Dutch PFS network. In this project PFS facilities will become a European program in the age between 9 and 23. In each region PFS learning centers will be started or reinforced and instruments and methods exchanged. An artificial reef is a human-made underwater structure, typically built for the purpose of promoting marine life in areas of generally featureless bottom. Properly prepared and strategically located, reefs attract marine life of all kinds and provide easily accessible and safe locations for divers to enjoy. Artificial reefs may also serve to improve hydrodynamics preventing beach erosion and acts as a barrier for coastline/dike protection. Historic or modern shipwrecks also can become artificial reefs when preserved on the sea floor. Regardless of construction method, artificial reefs are generally designed to provide hard surfaces to which algae and invertebrates such as barnacles, corals, and oysters attach. The accumulation of attached marine life in turn provides intricate structure and food for assemblages of fish. This ecodynamic design is therefore beneficial for the general and diving society. The existence and use of artificial reefs sets in motion a variety of economic activities that result in significant economic benefit to the coastal communities in close proximity to the reefs. Suba divers are valuable participants in Ecotourism and provide those areas with economic incentives to protect and preserve local marine wildlife and habitats. Similarly, non-coastal regions with large numbers of divers and dive shops also have a vested interest in protecting and restoring the health of marine wildlife. The climate changes, especially heavy rains, that are currently occuring, have an effect on this area. Not so much the cities itself (even though there are also healthrisks when the overflood of water cannot be removed fast enough), but also the surrounding area that consists of green grounds. All these areas have to deal with huge amounts of water in a short period of time, and also with the threat of overflowing the existing defenses (dikes). Besides this, the 2 Seas area is also becoming overpopulated, and has limited resources for the inhabitants to recreate within short distance of their homes. There are examples of CHP systems of varying capacity in the UK but uptake in recent years has been slow compared to other countries such as Denmark. CHP engines can be fuelled from a variety of sources including oils and natural gas plus bio-fuels derived from biomass or waste material. CHP is still a technology which is not used enough in the 2Seas area and this project aims to address this deficiency.Some commercial building types, particularly those needing a lot of energy, for instance leisure centres, data centres, hotels, hospitals, schools etc, which operate around the clock, are particularly suitable for this technology.... |

Création d'une zone accessible, attractive et compétitive au niveau économique But général du projet : Despite of the economic development in the North-Western part of Europe over the last decades many regions will face demographical and also social-economic changes in the next years. The main reason are declining birth rates and aging (incl. the ongoing departure of younger people to the cities (because of education and work). These demographic changes in the rural areas have far-reaching consequences for the housing market, labor market, industry and commerce. Until recently these changes took mainly place in the remote rurl areas but more and more these developments are also manifest in the regions with small cities. One of the regions is the western part of the Province of Noord-Brabant. The regions need to anticipate to this situation. A Dutch study about these topics (declining population and aging) came to the conclusion that it's not effective to try to attract new companies and new residents. It appears to be more useful to anticipate on demographic changes by alignment and to concentrate facilities, to stimulate demolishing and restructuring, retraining and training and to focus on maintaining and strengthening of the environment. The starting point to anticipate is the current population and industry and commerce and to use strong regional forces such as Green economy and innovation already present in the region. At the same time it's not easy for rural areas to make more use of there strong forces because most of the time Nature and Agriculture (the Green economy) are the strong forces. Due to cuts its difficult for nature to invest in development and management. Also Agriculture is in a difficult position now due to scale and specialization and the cuts in EU-funding. For these sectors it's difficult to keep and to find enough skilled employees and to generate enough power to innovate and to promote the Green Economy. The partner regions see these developments of demographic changes not as a threat but as a challenge. They wish to anticipate demographic changes by developing the strong rural forces (Green Economy) of the region and to use the available innovative power. The general aim for the project is to anticipate to regional demographic changes to advance entrepreneurship, to strengthen the labor market and to build on existing and promising activities and human capital. In the field of activities and entrepreneurship we will focus on Green Econnomy (agriculture and Nature), Innovation, Cooperation and Marketing. It studies the legislative systems in partner countries and recommends changes to regional and national authorities to create social mobility and to influence policy. Fires on board of ships mostly result in dramatic consequences for the vessel, passengers and crew as well as the environment (coastal pollution). A third of the UK's transport emissions are sourced from road based Freight (HGV's & LGV's), yet evidence suggests that reducing carbon emissions from freight will be difficult to achieve through technology alone. In addition, road based freight has negative externalities in terms of local air pollution, perceived and real road danger. In Dorset there are perceptions that specific road corridors are inappropriate for freight movements e.g. the Port of Poole to Bristol and the Midlands, but there are no alternative routes and bypasses are unfeasible on environmental, social and economic grounds. Yet free movement freight is essential for sustaining the economy. Prototypes exist for buoyant or semi-buoyany aircraft (airships) which can transport a standard freight container, with mechanisms for delivering the container without the need to physically land. These vehicles claim to have potential advantages in terms of carbon emissions, freight operator trans-shipment cost savings, reduced local air pollution and physical road danger / road safety issues. However, as yet, no full scale prototypes exist and the concept of using such vehicles for freight movements lacks credability. This has been a conscious choice for just like with Carnival we want to reach the spectator in the streets with an easily accessible programme The circus has been widely popular in the 18th, 19th and 20th century, until the 1960s and 70s when television and other forms of entertainment started to dominate. Most of the smaller circuses disappeared, some survived by grouping together, whereas the traditional family circuses disappeared almost altogether. Even few of the bigger circuses lasted. In the 1980s a small resurgence of the popularity appeared through the famous Cirque du Soleil, which actually conveyed into a new form of circus art, called "contemporary circus" and actually differs a lot with traditional circus. It has become more of a performance opera with very high entrance fees. Even today with digital television and internet, the circus almost became a vague memory, especially amongst the youth. It identifies all the issues that must be asked the project manager to develop a sustainable development approach to his project: Take inventory of issues and regional projects, conduct a thorough consultation, design the project to get a true performance environment, limit pollution generated by the project and consider the overall project. The sustainable road approach asserts itself as a tool for dialogue, technical optimization projects, but also to control costs, responding accurately and effectively to the needs and issues. This control requires in particular a strengthened phase of preliminary studies to define the fine program operation and analyze various technical scenarios to hold the most relevant. Sustainable Route enables optimal project progress taking into account the requirements of different actors. In April 2010, there was the emergence of a qualification standard "Sustainable Road”. The use of membrane filtration technology enables drinking water production out of low qualitative water sources like surface water, brackish groundwater or sewer water. The consequence of using this kind of technology is the production of concentrated effluents (retentates) which pose a threat to the environment. Due to the nature of the effluents, they are only partially treatable by conventional treatment technology. However the untreatable part forms a promising resource for growing energy crops. The combination of membrane technology and the reuse of the effluent as feed for energy crops (short rotation coppice, RSC) is a win-win situation for the environment: effluent quality will improve and biomass will be grown, which can be converted into bio-energy. These are important issues for the whole Two Seas region. It is also noticeable that in many NTE areas it is almost exclusively young people who frequent these areas. Older residents often view these areas as “no go areas” often due the alcohol related anti-social behaviours that some young people exhibit, which can lead to a loss of public confidence in these areas. Additional policing of NTE areas to deal with and reduce crime puts enormous pressure on Police resources. Likewise, Local authorities incur significant costs. Health services also experience considerable extra demands on resources during the evenings, particularly at week-ends. Owners of night time venues also suffer damage to premises. Local residents who live in close proximity are affected by noise and vandalism caused by people in nightlife areas. Reducing these problems at night requires a more comprehensive, joined-up approach to nightlife in an attempt to not only enhance the safety of the citizen but also create an environment in which business of all types can flourish and all citizens, regardless of age or ethnicity, can feel safe. Amélioration de la qualité de vie But général du projet : The harbours around the Canal are confronted with complexity of problems concerning sexual health through prostitution (by women and men) and a large non residential population (sailors, truck drivers, illegal immigrants). Policies dealing with these problems are few and concentrate mostly on controlling the problems. It is likely that the situation in the harbour cities around the two seas is similar. There is little information on the health status of these groups, but it is likely that there are alarming health issues. In Africa and North America investigations showed that many truck drivers are carrier of sexual transmitted infections (STI). The Rotterdam-Rijnmond Public Health Service proposes a project to investigate the health situation of the above mentioned group. On the basis of experiments in harbour cities in the region such as Antwerp, Dover, Dunkerque, Lille, Portsmouth, Rotterdam, Southampton we aim to get an overview of the (sexual) health situation of the non residential population. The predominately rural and sparsely populated county of Dorset and the adjoining towns of Bournemouth and Poole, located on the south central coast of England have together a population of around 700,000. The quality of the natural and coastal environment in particular is outstanding and this has made it very popular to in migrants. The demography of the area is typified by a much higher proportion of residents beyond retirement ages than both the regional and national averages. Christchurch, a town on the coast has at 30% the highest proportion of post retirement age population in the country. This situation is in part tempered by the temporary and largely transient younger population associated with the two universities located in Bournemouth. While the area is very attractive to students it is less successful in retaining those who have graduated. It suffers from a generally poor image as a business location. This area performs below the regional average in both business starts and business survival. The area enjoys the benefit of a Multi Area Agreement (MAA) with Government in recognition that by working together it has the potential to improve its economic performance. In economic development we see that not only logistics companies settle them near an airport but also innovative high tech and other companies. Also the tourist industry (city trips, etc.) profits from the presence of an airport. Furthermore, we see that the position of the regional airports has improved because of the autonomous growth of these airports in recent years. This is caused by the upswing of so-called low cost carriers and also because of the fact that the major airports face capacity problems and long clearance times. More and more business travel, but also tourist charters and freight flights make use of regional airports. On the other hand, the growth is associated with problems. Like in many regions in Europe, the regional airports in the Two Seas region are situated in densely populated areas. This goes with problems in terms of noise (nuisance), air, space (shortage) and it gives problems for further developments (growth). Besides these bottlenecks connectivity is also an issue. How can we make good connections between the various transport modes (flight, boat and train / bus) now the intensity of transport to and from regional airports increases? These exist theoretically: rivers and/or canals offer a wonderful system of supply and removal in towns which could be used for ‘Heavy Transport”. However, proper loading and unloading facilities (terminals) are often lacking to implement these transport means. Developing flexible loading and unloading facilities will enable better transport by water. In addition, these flexible terminals could also be used – later – to experiment with more city distribution by water. The objective of this project is, therefore, to make more and better use of the transport options by water by experimenting with a network of flexible inland container terminals in urban areas in the Two Seas Programme Area.... |
